Actually admin., according to law enforcement sources, the laws within the general orders, much like the directives you once memorized in the military, clearly state that officers are to protect the innocent and uphold the law. However, we have seen time and time again, officers hiding behind the badge, and clearly doing what ever they want! Case in point, I was traveling at 35 mph, while a motorcycle cop was approx., (1) car length beside me. I speed up simply to pull along side, and motion to the oinker that he could pull in front of me, do to the fact that a 18 wheeler pulled out in front of us. He began yelling at me while driving then proceeded to pull me over. I exclaimed to him the reason I did so, and he responded that I can’t pass a cop?? Even though I was trying to be courtious. So the moral of the story is, no matter what the directives, I have found a dislike for authority! Once respected, now disgusted!!!
Courts, including the Supreme Court have continuously ruled that unless someone is in police custody, there is no Constitutional obligation for police to protect anyone. Protection is a personal matter, and the more one relies on government to keep them safe, the more liberties they willingly sacrifice.
Actually, according to the statement “keeping the peace”, defined in the police officers code of ethics, clearly states that any altercation ruled by suspicion, which as we know just about every thing we do is considered as such, falls under the category of police protection, further known as protection of the innocent. Thats based on the 2003 code of ethics and compliance manual. Another thing, correct me if I’m wrong, but I believe when newly sworn officers take the oath, in the declaration states that all innocent will be protected. According to the District Attorney’s office here in town, the reason a suspect is protected, is so that a “rogue” entity can not take aggresive actions before trials have commenced. Meaning, if your arrested, I can’t come up to you and hit you across your forehead, whether it be with my fist or a fish hook!

Wouldn’t that negate the sole purpose of police officials? If your an innocent bystander, in the wrong place at the wrong time, isn’t it the job of police official to protect?

You do know the police have no Constitutional obligation to protect anyone who isnt in their custody right?

As I said before, unless someone is in CUSTODY, police have no legal obligation to protect anyone.
If you would like further evidence, try reading the following court rulings:
Warren v. District of Columbia
and
DeShaney v. Winnebago County
In both of those rulings, the courts found free citizens (as in not detained by police) have no expectation of protection from police.
